How can Ukrainians apply for compensation in The Hague?

Almost 400 court decisions regarding compensation from Russia were recorded in Ukraine as of the end of March this year, according to the search engine of the Babusia - court registry. Starting from April, The Hague will open a Loss Registry for Ukraine, where anyone affected by Russia's war against Ukraine can apply for compensation.

At least 397 decisions have been made by Ukrainian courts regarding compensation for damages caused by Russia’s military aggression since the beginning of the full-scale invasion. The number of such cases is steadily increasing: in 2022, there were 44 cases, while in 2023, there were already 262 decisions.

In the first three months of 2024, 91 court decisions regarding compensation for damages caused by the war have already been added to the registry.

Most of the decisions relate to judgments in favor of individuals — 292, while another 105 decisions have been made in favor of businesses.

In 2024, at least 487 cases against the aggressor country are already being considered, with 310 cases initiated by citizens and 177 by businesses.

Currently, the actual enforcement of these decisions is impossible because there is simply no corresponding mechanism. However, starting from April 2, 2024, the Damage Registry for Ukraine will open in The Hague. Citizens who suffered due to the war with Russia after the start of full-scale invasion can submit a claim for free through Diya.

All they need to do is provide necessary information about the victims, their property and damages, as well as an assessment of the losses and additional evidence to support the information provided in the application.
