Where are agricultural businesses most often started and closed in Ukraine?

Over 8,000 agricultural companies have been registered in Ukraine since 2021, according to the Unified State Register. The peak was in the year before the full-scale invasion — 2,678 agribusinesses were opened in that year alone. At the same time, around 3,400 companies ceased operations between 2021 and 2025. Agricultural businesses are most often started in Odesa region, Kyiv, and Lviv region. In addition, over 346 companies relocated to western regions during this period.
8,644 agricultural companies have been registered in Ukraine since 2021. The most active year was 2021, with 2,678 new companies. Following the start of the full-scale invasion, the number of registrations dropped to 1,558. However, the agricultural sector began to recover in 2023, with 1,697 new companies registered that year. So far this year, 869 new agricultural businesses have already been established.
At the same time, 3,416 agricultural companies shut down between 2021 and 2025 in Ukraine. The highest number of closures occurred in 2021 (1,070 companies) and 2024 (685 companies). This year, 536 agricultural businesses have decided to cease operations.

The highest number of newly registered agricultural companies was recorded in Odesa region — 612. Next are Kyiv (600), Lviv region (597), Vinnytsia (591), and Dnipropetrovsk (535). The fewest new companies were opened in the frontline regions of Luhansk (40), Donetsk (101), and Zaporizhzhia (147). Agricultural businesses have also been opening at a slower pace in Chernivtsi (120) and Zakarpattia (171) regions.
The highest number of agricultural company closures occurred in Odesa region — 606. Dnipropetrovsk (225), Khmelnytskyi (201), Kyiv region (199), and Mykolaiv (191) also saw a significant number of closures. The fewest closures were recorded in Luhansk (21), Donetsk (49), Ivano-Frankivsk (49), and Kyiv city (55).
During this period, 1,738 agricultural companies relocated to other regions. Of these, 346 agribusinesses moved to western Ukraine over the past five years. Nearly half of those that chose to relocate westward selected Lviv region as their new business location — 166 companies. Rivne (54 companies), Volyn (39), Khmelnytskyi (30), and Zakarpattia (19) regions also proved popular among businesses changing their registration address.
