Since the start of the full-scale invasion, the number of child support debts has increased by 23,000

The highest number of debtors is found in the Dnipropetrovsk, Odesa, and Kharkiv regions

As of mid-July 2025, the Unified Debtors Register (ЄРБ) shows more than 187,000 ongoing cases against people who owe child support. Since the start of the full-scale invasion, the number of such cases has grown by 23,000. 91% of child support debtors are men, but the person with the most cases is a woman from the Kyiv region. The highest number of cases are in the Dnipropetrovsk, Odesa, and Kharkiv regions.

As of mid-July 2025, Ukraine has 187,116 active cases for unpaid child support. This is a 14% increase compared to the time before the full-scale invasion. Over the 3+ years of the war, the Unified Debtors Register (UDR) has grown by 23,246 new child support cases. It’s important to note that the register is constantly changing — some debts are closed while new ones are added. So, this number should be understood as the net increase in cases, not the total number of new debtors.

The vast majority of cases — 91% — have been opened against men. Accordingly, women are involved in 9% of cases. However, the record-holder nationwide is a woman from the Kyiv region with 8 cases opened against her.

Currently, Ukrainians aged 25 to 45 have the highest child support debts — 86% of all cases concern this age group.

The highest number of child support debt cases has been opened in Dnipropetrovsk region — 26,268. Next are Odesa (13,516), Kharkiv (13,011), Donetsk (11,680), and Kyiv (11,050) regions.

Notably, in Kharkiv region, the number of child support cases has increased 5.4 times since the start of the full-scale invasion — from 2,400 to over 13,000. In Chernihiv region, it grew 2.2 times — from 2,198 to 4,747 cases. In contrast, Kherson region saw a 6.4-fold decrease: from 11,139 to 1,727 cases. Overall, an increase has been recorded in 19 regions, while a decrease occurred in six.
