375,810 debts in fines for traffic violations over half a year

375,810 debts for unpaid traffic violation fines — that’s how many cases were recorded in the Unified Debtor Register in the first half of 2025. This is fewer than last year but still one-third more than in 2023. Compared to the period before the full-scale war, the number of debts and violations has grown most significantly — by 2.5 times.

Since the start of the full-scale invasion, not only has the number of unpaid fines increased, but the gender breakdown of drivers has also shifted — both in absolute numbers and in percentage terms. The share of women failing to pay traffic fines on time has been growing year by year. While in the first half of 2021 women accounted for just 8% of cases, this year it is already 21%.

Men in their forties remain the most frequent violators and non-payers in Ukraine — accounting for 41% of all cases.

Among the regions, the capital leads in traffic violations — 12% or 43,654 cases. Next are Dnipropetrovsk region — 36,879 cases or 10%, and Odesa region — 29,502 cases or 8%.

In total, the Unified State Register of Debtors lists 1.8 million unpaid debts related to traffic violations. The overwhelming majority — 1.7 million — belong to men.

It’s important to note that the Register is not static: some debts are closed, while new ones may appear in their place. The figures reflect the situation as of early July 2025.
