Birth rates have decreased 2.2 times over the past 10 years

86,795 babies were born in Ukraine, while 249,002 people died in the first half of 2025 — such are the life and death statistics released by the Ministry of Justice. Currently, there are three deaths for every newborn, a ratio that has remained unchanged over the past five years. The highest birth rate is in the capital, while the most deaths are recorded in the Dnipropetrovsk region.
86,795 babies were born in Ukraine in the first half of 2025. This suggests that birth rates have stabilized during the war, as the figure is almost identical to the same period last year — 87,655 newborns were registered in the first half of 2024.
However, the long-term trend remains worrying: over the past ten years, the birth rate has dropped 2.2 times. In 2016, an average of 32,000 babies were born each month, while this year that number has fallen to just 14,000.

As usual, the highest number of babies were born in Kyiv — 9,947 or 12% of all newborns. Lviv region follows with 8,282 births (10%), and Dnipro region ranks third with 6,670 births (8%).
In some regions of the country, despite the war, there has even been a slight increase in birth rates. Kyiv region leads with a 6% annual increase, followed by Lviv region (+5%) and Volyn (+6%).
In total, a slight increase is observed in seven regions of Ukraine.
Meanwhile, in regions closer to the frontline, fewer children are being born — as expected. In Donetsk region, the birth rate has nearly halved over the year (—47%), while Kherson saw a —11% drop and Chernihiv — —10%.
As usual, boys are born more often, making up 51% of all newborns.
At the same time, 249,002 people died in Ukraine during the first half of the year. The situation has remained almost unchanged compared to the previous year. Currently, three people die for every one newborn, and this ratio has remained stable for the past five years. As a result, Ukraine’s population is decreasing by more than 300,000 people each year.
For comparison, in 2016, there were 2 deaths per 1 birth.
One in nine deaths in Ukraine occurs in the Dnipro region — 27,120 deaths, consistently the highest number in the country. Other regions with high mortality rates include Kyiv with 18,114 deaths and Kharkiv region with 17,694.
