That’s 1.5 times more than last year

In the first four months of 2025, 130 cases of bullying were recorded in Ukraine, according to the National Police. On average, 32 reports are made each month this year. That’s 1.5 times more than during the same period last year. More than half of the reports involve young schoolchildren and teenagers aged 14 to 16. Only 48% of bullying cases ended with an official decision.
The police recorded 130 administrative offenses for bullying (Article 173-4 of the Code of Administrative Offenses) in the first four months of 2025. That’s an average of 32 reports per month — 15% more than in the “pre-war” year of 2021.

The number of bullying reports dropped sharply after the full-scale war began in 2022 — down to 10 cases per month. However, the number has gradually increased: in 2024, police recorded 22 cases per month, and in 2025 — nearly 1.5 times more.
There has also been a noticeable rise in bullying committed by teenagers. In 2021, they made up 44% of all cases, but this year — already 58%.

This year, school leaders are more often punished for failing to report bullying. In 2025, there have already been 11 such cases (9% of the total). For comparison, there were 14 such reports in all of 2024 (5%), and only 13 in 2021 (4%).
At the same time, there have been fewer cases of so-called “group” bullying or repeated bullying by teenagers. In 2025, only 5 such cases were recorded (4%), compared to 30 cases in 2024 (11%) and 35 in 2021 (10%).
Overall, out of the 130 administrative reports filed this year, court decisions were made in only 48% of cases.
