Utility debts have increased by 13% compared to last year

A record 788,000 utility debts were registered in Ukraine as of mid-September 2025, according to the Unified State Debtors Register. This is 13% more than in July 2024. Overall, the number of debts has increased 1.5 times since the start of the full-scale war. The highest number of debtors is in the frontline regions: Dnipropetrovsk, Kharkiv, and Donetsk. Most often, Ukrainians owe for heating and water.

As of  this year, there were 788,507 enforcement proceedings opened over unpaid utility bills in Ukraine. This is 13% more than in July 2024, when there were 701,051 cases.

Since the start of the full-scale war, the number of debts has increased 1.5 times, and compared to January 2021 — more than doubled: back then, there were 344,565 enforcement proceedings for unpaid utilities.

Currently, the highest number of debtors is in Dnipropetrovsk region — 150,506 cases, or 19% of all proceedings. Second is Kharkiv region — 128,217 (16%), followed by Donetsk region — 81,536 (10%), Poltava region — 57,605 (7%), and Zaporizhzhia region — 53,797 (7%).

The majority of debts are for heating — 330,236 cases (42%). Next come water supply debts — 162,455 (21%), and housing services — 96,265 (12%). There are also significant debts for electricity (87,708) and gas (75,522).

Most debts belong to women — 438.3 thousand cases were opened against them (56%), compared to 350.1 thousand against men (44%).

The main burden of utility debts falls on people aged 46–60 — 302.8 thousand cases (38%). The second largest group is those aged 36–45, with 194.7 thousand cases (25%). Almost the same number of debts is among people over 60 — 194.1 thousand cases (25%).
