Who will the Tax authorities visit — and when?

The State Tax Service will carry out 122 additional inspections by the end of 2025. In total, nearly 5,000 inspections are planned for the entire year according to the updated schedule. In 79% of cases, inspectors will visit companies. At least 1,391 inspections are still to be conducted this year. From October to December, tax authorities will check 11 companies belonging to various financial and industrial groups, along with 10 others connected to them. The list also includes 13 businesses featured in the Opendatabot Index 2025.
The Tax Service updated its 2025 inspection schedule in September. According to the latest data, 4,908 inspections are planned for 2025 — 122 more than in the previous version of the schedule. However, while the total number increased, some businesses were removed from the list and others were added.
79% of inspections will target companies (3,881 businesses), and 21% will involve private entrepreneurs (FOPs) — 1,027 in total. The busiest month will be December, when tax officers are expected to conduct 482 inspections.
By the end of the year, the Tax Service plans to inspect: 1,016 companies (73%), 42 financial institutions and non-residents (3%), 268 private entrepreneurs (FOPs) (19.3%), 65 businesses with issues related to income tax, military levy, and social contributions (4.7%). At the same time, some businesses still on the list no longer operate: 9 companies are undergoing bankruptcy proceedings, 9 are in the process of termination, and 4 have been officially closed.

Most inspections by the end of the year will target businesses and companies operating in wholesale trade (272 companies, or 24%), agriculture (119, or 11%), food production (76, or 7%), warehousing and logistics (64, or 6%), and retail trade (49, or 4%).

One in five inspections will take place in the capital — 219 in total. Next are Dnipropetrovsk region (122, or 11%), Odesa region (114, or 10%), Lviv region (79, or 7%), and Poltava region (60, or 5.4%).
It is worth noting that from October until the end of the year, the Tax Service will inspect 11 companies belonging to various financial and industrial groups, as well as 10 others connected to them. The list also includes 13 companies featured in the Opendatabot Index 2025.
Among the top companies from the Opendatabot Index 2025 scheduled for inspection this year are OKKO-EXPRESS (₴74.8 billion). Four other companies were added to the updated inspection list: KERNEL-TRADE (₴90.9 billion), Gas Transmission System Operator of Ukraine (₴38.5 billion), METINVEST-SMC (₴37.8 billion), and the retail chain Eva (₴26.9 billion). The updated plan also includes the company OMEGA, with an annual income of ₴20 billion.
