Drunk driving cases decreased for the first time in 5 years

More than 138,000 reports for driving under the influence were recorded by the National Police of Ukraine in 2025. The number of such reports decreased for the first time in five years. The highest numbers of drunk drivers were recorded in Dnipropetrovsk, Kharkiv, and Odesa regions. Additionally, the Prosecutor General’s Office of Ukraine opened over 1,000 criminal cases related to drunk driving last year. Overall, every 40th road accident with deaths or injuries in 2025 was caused by drunk drivers. 73 people were killed and 857 were injured in such accidents.
138,047 drunk driving reports (Article 130 of the Code of Ukraine on Administrative Offenses) were recorded last year. This is 8% fewer than in 2024. The past year became an exception, as in previous years the number of drunk drivers had only been increasing.
However, this trend was not nationwide: in four regions, drunk driving cases actually increased. The most noticeable rise was in Rivne region (+19%), followed by Khmelnytskyi region (+18%), Kharkiv region (+8.5%), and Zaporizhzhia region (+3%).
Overall, the highest number of drunk driving cases was recorded in Dnipropetrovsk region — 13,519 incidents. It was followed by Kharkiv region (12,095 cases) and Odesa region (11,543 reports).
The lowest numbers of reports were recorded in Kherson region (1,138 cases), Chernivtsi region (1,596), and Ivano-Frankivsk region (1,897).
At the same time, 1,044 criminal proceedings were opened for drunk driving under Article 286-1 of the Criminal Code of Ukraine, according to the Prosecutor General’s Office. Last year, 59% of these cases were brought to court.

Overall, 643 traffic accidents involving fatalities or injuries were caused by drunk drivers last year — this number also decreased by one third. As a result of these crashes, 73 people were killed and 857 were injured. Every 40th road accident involving deaths and/or injuries was linked to drunk driving. For comparison, in 2023 and 2024, this figure was every 25th accident.
