More than 9.5 million debts are recorded in Ukraine in the Unified Register of Debtors as of early March 2026. Over the past year, the number of debts has increased by more than half a million.The largest share — 21% of all debts — relates to fines for traffic violations. The highest number of debts is recorded in: Dnipropetrovsk Oblast, Kharkiv Oblast, Kyiv.

More than 9.5 million debts have been recorded in the Unified Register of Debtors as of early March 2026. Over the past year, the Register has grown by 514,360 new debts (+6%).

It is worth noting that the Register is constantly updated, as enforcement proceedings are opened and closed every day.

Among all categories, the largest number of debts arose from traffic violation fines — over 2 million proceedings (21%). Another 20% are other administrative offenses not related to road safety — 1.93 million cases.

A significant share also comes from other payments to the state budget — various penalties, fees, and fines — 1.65 million proceedings (17.3%). Debts for utility services account for more than 816,000 cases, or 8.6% of the total.

However, the largest category remains debts not classified by enforcement officers into any specific group — that is, proceedings that do not fall under defined categories: 2.1 million, or 22% of all records.

«Changes to the classification of enforcement categories were introduced by the Ministry of Justice, in particular, to better identify potentially problematic enforcement proceedings and to have оперативe statistics on them. At the same time, some proceedings that do not fall under the updated categories — for example, recoveries between individuals or between legal entities that are not assigned to a specific category — are currently classified as “other”. This explains the increase in the number of proceedings in the section that does not fall under separately defined categories»,

At the same time, the largest increase over the year (+63%) was recorded in proceedings related to special confiscation — from 1,049 to 1,709. There was also a noticeable rise in proceedings concerning enforcement against property specified in enforcement documents — from 17,173 to 23,548 (+37%).

The largest number of debts is traditionally recorded in Dnipropetrovsk Oblast, with 1,052,990 proceedings, or about 11% of all debts in the Register. It is followed by: Kharkiv Oblast — 675,207 proceedings (7%), Kyiv — 667,215 (7%), Odesa Oblast — 585,193 (6%), Donetsk Oblast — 526,300 (6%).

The majority of debts in the Register belong to men — 7.1 million proceedings (74% of all records). Women account for 2,441,015 proceedings, which is 26%. It is also worth noting that one person may have multiple enforcement proceedings.
