In Ukraine, only 6 coins out of every hryvnia of debt are collected

Last year, enforcement services recovered the highest amount of debts in the past 5 years

Over 25 billion hryvnias were collected by enforcement services in 2023 — a record for the past 5 years. However, this is only 6% of the total amount owed by debtors. Overall, only 6 coins out of every hryvnia of debt are collected in Ukraine.

Nearly 2 million enforcement documents were executed by the state enforcement service and private enforcement officers in 2023. The total amount collected from debtors last year reached 25.21 billion hryvnias. This represents a 2.5-fold increase in collections compared to the previous year, making it the highest amount in the last 5 years.

Currently, almost 60% of the total number of enforcement proceedings are realized, which is a relatively high indicator.

However, the amounts collected are small — only 6% of the total amount owed by debtors. Overall, only 6 coins out of every hryvnia of debt were collected in 2023. It’s worth mentioning that in 2022, this amount was 5 coins per hryvnia.

«Court debt collection has significantly improved thanks to the introduction of private enforcement officers and automatic account blocking. However, the situation is complicated by the rapid increase in the number of debtors due to the war and insufficient information on fines for traffic violations, which currently account for almost 20% of all debts in the country»,
