The number of fraud cases decreased by a quarter in 2025

According to the Prosecutor General’s Office of Ukraine, 48.8 thousand criminal fraud cases were recorded in Ukraine last year. This is 25% fewer than in 2024. A notice of suspicion was issued in one out of five cases, while only 18% of proceedings were brought to court. The highest number of cases was recorded in Kyiv, Dnipropetrovsk region, and Kharkiv region.

In total, 48,871 criminal proceedings under Article 190 of the Criminal Code of Ukraine (“Fraud”) were registered in 2025. This is a quarter less than in 2024, when law enforcement agencies registered almost 65,000 cases.

Overall, the figures have now effectively returned to the 2016 level. At that time, Ukraine recorded just over 46,000 fraud cases. From 2017 until the start of the full-scale invasion, the number of new proceedings steadily decreased year by year. The peak came in 2023, when 82,609 criminal cases were registered — on average, almost 7,000 per month. However, for the second year in a row, the statistics have been declining again. Last year, around 4,000 cases per month were registered on average.

A notice of suspicion was issued in one out of five cases — 10,456 proceedings. Only 18% of cases reached court, or 8,758 criminal proceedings. In 2024, this figure stood at 24%.

Kyiv remains the leader in the number of fraud cases with 6,825 proceedings, followed by Dnipropetrovsk region with 4,844 cases and Kharkiv region with 3,677 proceedings.

At the same time, the number of new cases decreased across almost the entire country. The only region where an increase was recorded is Khmelnytskyi region, with a +2.7% year-on-year rise. The most noticeable improvement was observed in Mykolaiv region, where the number of new cases fell by almost half, as well as in Chernivtsi region, which saw a 39% decrease.
