Every fifth case goes to court

Over 35,000 criminal proceedings under Article 190 of the Criminal Code of Ukraine “Fraud” were opened in the first 8 months of 2025, according to the Prosecutor General’s Office. This is 1.5 times fewer than in the same period last year, but 1.8 times more than in 2021. On average, 4,500 fraud cases are opened in Ukraine every month. Currently, most cases are opened in Kyiv, Dnipropetrovsk region, and Kharkiv region. 21% of cases go to court.
35,599 fraud criminal cases were recorded from January to August 2025 in Ukraine. This is 1.5 times fewer than in the same period last year. At the same time, it is still 1.8 times more than before the full-scale war.

The peak of fraud cases came in 2023, when a record 82,000 proceedings were opened. On average, about 7,000 cases were launched each month that year, and from May to August — more than 8,000 per month. Since then, the number of new cases has been gradually declining. This year, around 4,500 new fraud proceedings are recorded each month.
However, not all cases make it to court. This year, suspicions were issued in 9,000 proceedings, and 7,600 were referred to court — 21% of the total. For comparison, in 2021 this figure was 30%, while in 2022–2023 it dropped to just 18%.
The highest number of fraud cases this year was reported in Kyiv — 4,882 cases. Next are Dnipropetrovsk region — 3,511 cases, and Kharkiv region — 2,671 cases. The lowest number, excluding temporarily occupied territories and active combat zones, was in Ivano-Frankivsk region — about 700 cases.
Overall, the number of fraud cases this year has decreased by one-third compared to last year. However, in some regions the decline is minimal — for example, in Khmelnytskyi region the figure dropped by only 1%. Meanwhile, in Dnipropetrovsk and Chernivtsi regions, such reports fell by more than 40%.
Compared to 2021, however, the number of fraud cases in Zhytomyr region has increased more than fourfold, and in Zakarpattia — threefold.
