Methodology

The Opendatabot Index is an analytical tool that allows assessing the real condition and geographic distribution of Ukrainian businesses. The Index is based on data from state registers, Opendatabot registers, companies’ financial statements, information about links to Russia, sanctions lists, and other Opendatabot analytical tools.

When compiling the Opendatabot Index 2026, both financial indicators (annual financial statements of companies for 2025) and the business reputation of companies were taken into account.

The list does not include: companies under sanctions, businesses with owners or ultimate beneficiaries from the Russian Federation, companies whose ownership structure directly includes sanctioned persons.

In addition, companies that appear on the “black list” of the Antimonopoly Committee of Ukraine were excluded. This approach made it possible to form a list of companies that meet not only economic, but also ethical and legal standards of doing business.

The Index also contains special labels for certain categories of companies. In particular: businesses linked to public figures (deputies or politicians who must declare their income), companies that are residents of Diia City, enterprises that are in the process of reorganization.

It is also possible that some companies were not included in the Index because they failed to submit financial statements on time.
