5,800 notaries work in Ukraine

5,845 notaries are currently working in Ukraine. Since the start of the full-scale war, the number of notaries has been decreasing by an average of 200 specialists per year. Overall, compared to 2021, there are now 11% fewer professionals.

It is worth noting that the Notary Register is dynamic, as new legal professionals are constantly being added while others who no longer have the right to practice are removed. Therefore, the number of specialists can only be compared as of a specific date.

The largest number of notaries is in Kyiv — 1,292 or 22%. Many also work in Dnipropetrovsk region — 451 (8%), Lviv region — 446 (8%), and Odesa region — 420 (7%).

Since the start of the full-scale war, the number of notaries has grown in relatively safer regions: +5% in Cherkasy and Kyiv regions, +2% in Rivne and Vinnytsia regions. The only region where the number of notaries has not changed is Ternopil region: 132 notaries work there, the same as before the war.

In contrast, in regions close to the frontline, the number of specialists has dropped: 20 times fewer in Luhansk region, 4 times fewer in Kherson and Donetsk regions, 1.8 times fewer in Zaporizhzhia region, and 1.3 times fewer in Kharkiv region.

Most Ukrainian notaries run private practices — 88% or 5,139 specialists. Another 12% or 687 notaries across the country work in state notary offices, and only 0.3% in state notary archives.

The vast majority of Ukrainian notaries are women: 82% or 4,804 specialists. It is worth noting that, unlike in many other fields, the full-scale war did not change the gender balance in the notary profession: in 2021, women made up 81%.
