Since the start of the full-scale war, unpaid fines have increased by 43%

As of the end of October 2025, there are more than 2 million traffic fines listed in the Unified Debtors Register. Since the beginning of the full-scale invasion, the number of unpaid traffic fines has risen by 43%. At the same time, 75% of enforcement cases were closed — even though the fines were never actually paid. 92% of all fines belong to men. The record holder is a man from Vinnytsia region, who currently has over a thousand enforcement cases related to unpaid traffic fines.
2,009,913 traffic fines have been recorded in Ukraine as of now — 6% more than at the end of 2024. Since the start of the full-scale war, the number of unpaid fines has increased by 43%.

1.5 million fines for traffic violations — or 75% of all such cases in the Register — have been closed, even though the debt remains on the violators. This happens because it was impossible to collect the debt. As a result, a large share of unpaid fines continues to appear in the Register of Debtors.
The vast majority of unpaid fines — 92% (1.8 million cases) — belong to men. Women account for only 8% of cases.
People aged 25 to 45 violate traffic rules most often — they make up 64% (over 1.28 million debts). Drivers under 25 are responsible for 13% (about 252,000) of fines, while those over 45 account for 23% (around 469,000).
Dnipro region remains the leader among offenders — 211.5 thousand fines (11%). It is followed by Kyiv city — 193.7 thousand (10%), Odesa region — 146.9 thousand (7%), Kharkiv region — 125.9 thousand (6%), and Kyiv region — 106.3 thousand (5%).
The fewest violations are recorded in Luhansk region — 13.2 thousand fines (0.7%), as well as in Ternopil (1.4%), Kherson (1.8%), Cherkasy (2.3%), and Chernivtsi (2.4%) regions.
It’s worth noting that the register includes some real record-holders when it comes to the number of violations. The absolute leader is a man from Vinnytsia region with 1,056 unpaid fines. Another driver from the same region has 932 unpaid fines. In Dnipropetrovsk region, one man owes for 797 fines, in Rivne region — 636, and in Sumy region — 555.
