Where are the highest pensions in Ukraine?

At the end of 2024, the average pension in Ukraine was 5,789 UAH, according to the Pension Fund of Ukraine. Over the year, pensions increased by 7.5%, but inflation, which reached 12%, fully offset this rise. Currently, Ukraine has 10.34 million pensioners, and 26% of them receive less than 3,000 UAH per month.

As of the end of 2024, Ukraine had 10.34 million pensioners. Over the past three years of full-scale war, the number of pensioners decreased by 497,500—a decline similar to that seen during two years of the COVID-19 pandemic.

The average pension in Ukraine was 5,789 UAH (approximately €132 at the time of publication). This marked a 7.5% increase compared to the same period in 2023 (5,385.25 UAH). However, inflation in 2024 reached 12%, effectively neutralizing the increase.

As of late 2024, pension payments remained highest in Kyiv, averaging 8,017.65 UAH—over a third higher than the national average. Meanwhile, the lowest pensions were recorded in Ternopil Oblast, where retirees received an average of 4,484.69 UAH—23% below the national figure.

Additionally, two regions saw significant pension reductions over the year: Rivne Oblast, the average pension dropped by 24% to 5,159.85 UAH, Zhytomyr Oblast, it fell by 10%.

26% (2.68 million pensioners) receive less than 3,000 UAH, with an average pension of 2,759.86 UAH. 12% (1.26 million pensioners) receive more than 10,000 UAH, with an average pension of 15,379.97 UAH. This group saw the largest decline in numbers, decreasing by 51,500 pensioners over three months.

27% of pensioners continue working, with an average pension of 6,302.76 UAH.
