Only 1% of applications for E-Oselya received preferential loans

Nearly half of the loans were issued in Kyiv and the Kyiv region

The E-Oselya program has been running for almost 1.5 years, and during this time, approximately 600,000 applications for preferential mortgages have been recorded. However, only 1% of the applications receive loans. According to Ukrfinzhytlo, 44% of all loans issued under the program are provided by Oschadbank. Additionally, nearly half of the loans are issued in Kyiv and the Kyiv region.

Over the one and a half years of the E-Oselya program’s operation, Ukrainians submitted 576,303 applications for preferential housing loans. However, only 1% of these applications were approved for loans. By the end of February 2024, 7,605 loans totaling over 11.6 billion UAH had been issued.

Currently, only 1 out of every 76 applications receives housing loans under the E-Oselya program.

In total, the E-Oselya program involves 7 banks, five of which are state-owned — Oschadbank, Privatbank, Ukrhazbank, Ukreximbank, and Senses Bank, and two are privately owned — Globus and Sky Bank.

Preferential housing loans are most commonly issued by Oschadbank, accounting for 44% or nearly every second loan issued.

97% of all issued loans are attributed to 3 banks: Oschadbank (44%), Privatbank (30%), and Ukrhazbank (23%).

The average loan amount under the “Oselia” program is 1.5 million hryvnias. And the majority of loans—almost half or 45%—are issued in Kyiv and the Kyiv region.
