The vast majority of cases involve document forgery

168 cases of corporate raiding were recorded in Ukraine in the first 8 months of 2025, according to the Prosecutor General’s Office. This is 36% fewer than in the same period last year. 80% of the cases involve document forgery. At the same time, 830 complaints about raiding incidents were reviewed during this period, according to the Anti-Raiding Office.
168 criminal proceedings on corporate raiding were opened this year. That’s 36% fewer than in the same period last year. While in 2024 an average of 33 cases were opened every month, this year the figure is just 21. Overall, over the past 4 years, the number of raiding cases has dropped 3.4 times.

The vast majority of proceedings are cases of document forgery (Article 205-1 of the Criminal Code of Ukraine). This year, 134 such cases were opened, making up 80% of the total. In less than half of them (62) a suspect was charged, and only 40% (53) were submitted to court.
For obstruction of business activities (Article 206 CCU), 23 cases were registered — 42% fewer than last year. However, no suspects were charged and none of the cases reached court.
Even fewer cases were opened for unlawful seizure of company property (Article 206-2) — only 11, more than twice fewer than last year. A suspect was charged in just one case, and not a single one made it to court.

At the same time, the Anti-Raiding Office, which processes complaints from affected parties, reviewed 830 appeals over the same period. This is also 40% fewer than last year.

Most complaints concerned real estate — 676 (81%), while 154 cases were related to business. It is worth noting that complaints about illegal seizure of real estate decreased by 43%, while those concerning business fell by 15%.
In 2024, the majority of complaints came from businesses. However, in 2025, the situation changed: Individuals submitted 411 complaints. Companies — 232 (28%) Local governments — 162 (20%). The rest were filed by state authorities and registration entities.

The vast majority of complaints (818 out of 830) were reviewed by a collegial body. Of these: 247 (30%) were approved, 243 (30%) were rejected, 328 (40%) were left without consideration. Additionally, 10 business-related complaints and 2 real estate-related complaints were resolved in favor of applicants through individual decisions this year.
