The number of wage arrears by businesses is growing

As of August 6, 2024, over 34,000 wage arrears were registered, according to the Ministry of Justice. Nearly 2,000 companies were identified as debtors. The highest number of such businesses is in the Sumy region, while the lowest is in the Chernivtsi region. The number of arrears decreased at the beginning of the full-scale invasion, but this year more new cases have been opened than in the entire year of 2023.
The highest number of wage arrear cases was recorded in 2021 — 6,300 cases. After the start of the full-scale invasion, new cases decreased by 29%. Last year, the number began to rise again, with a 6.6% increase over the year. This year, businesses have already owed employees 7.1% more than in the entire previous year.
There are 1,872 companies that owed wages to their employees. The highest number of such employers is in the Sumy region, with 5.6 thousand cases or 16.4% of the total. Following Sumy is Kyiv, with 3.4 thousand wage arrears (9.8%). The Dnipropetrovsk region comes in third, with 2.2 thousand cases or 6.6%.
It is worth noting that in nearly 3 thousand cases, the region was not specified.
Among organizational-legal forms, the largest debtors are state-owned enterprises and joint-stock companies, with over 11 and 9 thousand cases respectively, accounting for 33.8% and 28.8% of all arrears. Limited liability companies (LLCs) rank third, with 4.9 thousand cases or 14.2%. Subsidiaries and municipal enterprises account for 12.5% and 4.3% of all wage arrears.

It is noteworthy that various subsidiaries of Oblavtodor account for 9.7% of all wage arrears, totaling 3,300 cases. However, the largest debtor is the Sumy Machine-Building Scientific and Production Association, with 4,071 cases, making up 11.8% of the total arrears.
