Most often, debts are owed by state-owned enterprises and joint-stock companies

Over 35 thousand wage debt cases have been recorded in Ukraine as of August 2025, according to the Unified Debtors Register. Nearly 2 thousand companies have not paid their employees’ salaries. State-owned enterprises and joint-stock companies owe wages most often. The highest number of proceedings were initiated in Sumy region, Kyiv, and Dnipropetrovsk region.
35,471 proceedings related to wage debts were opened in Ukraine as of early August 2025. This is 11% more than at the end of 2021. In total, 1,983 companies owed salaries to their employees.

It is worth noting that the Debtors Register is continuously updated: when proceedings are closed, they are removed. Therefore, the figures reflect the situation as of early August 2025.
Most often, debtors are state-owned enterprises — 11,562 (33%), joint-stock companies — 10,308 (29%), and limited liability companies — 6,298 (18%).

The leader in the number of proceedings is Sumy Machine-Building Scientific and Production Association — 4,063 open cases. In second place is Karpatnaftokhim with 1,188 proceedings, followed by Sumy Machine-Building Scientific and Production Association — Engineering with 1,015 cases.
7% of the total number of proceedings falls on various Oblavtodors — 2,499 open cases for unpaid wages.
Among large Ukrainian financial groups, the most wage debts belong to 2 companies of Dmytro Firtash’s group — with 336 and 2 proceedings respectively.
Overall, companies engaged in the manufacture of machinery and equipment delay wages most often in the country — 5,681 proceedings or 16% of the total number. Second place among wage debtors goes to construction companies — 2,696 or 8%. The top three is rounded out by companies producing chemical products — 2,670 or 8%.

The highest wage debts are owed by enterprises in the frontline Sumy region — 6,305, followed by the capital — 3,784, and third is Dnipropetrovsk region with 2,456 cases.
In 56% of cases, wages are owed to men, and 44% to women.
