TCCs in Sumy region became record holders — 9 cases per person

Since the beginning of 2025, more than 47,000 enforcement proceedings have been opened for violations of military registration rules. A third of them have already been closed. This year, TCCs initiate around 4,500 cases each month, including 98 fines issued to women. The record number of cases — 9 per person — was opened against two men from Sumy region.
As of early October 2025, there have been 47,046 fines recorded for violating military registration rules. About one-third of them — 14,454 cases — have already been closed.

On average, about 4,500 new cases are opened each month by the TCC. However, July set a record with 7,595 new cases. A large share of those — 26% or 1,999 cases — were registered in Kyiv.
Overall, 18 regions of Ukraine have recorded over 1,000 opened cases in 2025. The clear leader is Kyiv with 7,163 cases (15%), followed by Sumy region (4,251 or 9%), Odesa region (3,995 or 9%), Dnipropetrovsk region (3,846 or 8%), and Kharkiv region (3,349 or 7%).
The lowest figures are seen in western regions and areas of active hostilities: Lviv region — 626, Rivne — 464, Ivano-Frankivsk — 315, Kherson — 137, and only 11 cases in Luhansk region.
The vast majority of those fined are men aged 25–45 — they account for 80% of all cases. Meanwhile, only 98 cases involve women, which is just 0.2% of the total. It’s worth noting that since July 31, 2025, a new procedure for registering women with medical or pharmaceutical education for military service has been in effect. Since then, 26 cases against women have been opened under the new rules.
The most active TCK was in Sumy city, opening 9 proceedings against two men this year, and 8 proceedings against another man — the highest number of fines per person in the country so far.
