A record number of 8 separate cases were opened against a single person in the Chernihiv region

Since the beginning of 2025, more than 28,000 cases have been opened for breaking military registration rules. Since April alone, the number of fines has increased by 11,000. In the Chernihiv region, a record was set — 8 cases were opened against one person. Currently, in 9 regions of Ukraine, TCRs have opened over 1,000 cases each.
In 2025, TCRs have already opened 28,212 cases for breaking military registration rules. Since the beginning of April, the number of fines increased by 11,200. On average, 4,700 new cases are opened every month. April 2025 saw a record high — 5,682 fines. Only 1 in 5 cases has been closed this year.

A new record was set by the Chernihiv District TCR, which opened 8 cases against one man — 5 in April and 3 more in early June.
It’s worth noting that almost all cases involve men. So far, only 46 cases have been opened against women — just 0.16% of the total. Most TCR cases are opened against men aged 25 to 45, who make up 82% of all cases.
The leader in the number of fines issued by the TCR is Kyiv, with 3,835 cases since the beginning of the year. It is followed by Dnipropetrovsk (2,984), Sumy (2,464), Odesa (2,438), and Kharkiv (2,151) regions. In total, nine regions already have over a thousand cases. In Kyiv itself, the Podil District TCR was the most active — 1,100 cases in just the first half of the year.
