More than 4,700 new fine cases from TCR are opened every month

Right now, only 1 in 6 of these new cases gets closed

Over 17,000 cases for breaking military registration rules were opened in 2025. On average, 4,700 new TCR fines appear every month. The most cases are opened in Kyiv, Dnipropetrovsk region, and Sumy region. The record-holder for the most unpaid fines is in Odesa region — with 7 open cases.

17,007 enforcement cases have been opened in 2025 for unpaid fines from military enlistment offices (TCR). These are fines for breaking military registration rules. Only 16% of the debts (2,779) have been closed so far. On average, 4,700 new cases are opened every month.

In total, since the full-scale war began, there have been 28,960 unpaid TCR fines. This number changes all the time, because some cases are closed. Since the beginning of 2025, 15,772 people have had enforcement cases opened against them — almost the same number as the total cases (17,007). But there are exceptions. One local TCR in Odesa (Prymorsky district) opened 7 cases against one man — the highest number of cases for one person in 2025 so far.

Most fines are given to men aged 25–35 — they make up 43.8% of all cases. Another 38.8% are men aged 36–45. Only 22 cases (or 0.1%) were opened against women.

The highest number of cases this year were opened in Kyiv — 1,992 cases. Next is Dnipropetrovsk region with 1,946 cases, followed by Sumy region with 1,722 cases.

On April 15, the President of Ukraine signed a new law. Now, men can get a 50% discount on TCR fines for not updating their personal data.

According to the law, men aged 18 to 60 who didn’t update their info at the TCR or are not on the military list can be fined from 17,000 to 25,500 UAH during martial law or if they break the rules again. But — if they go to the TCR on their own and pay the fine voluntarily, they only have to pay 50% of the minimum fine.
