Ranking of the largest employers in each region of Ukraine

Opendatabot has created a ranking of the largest employers in each region of Ukraine by analyzing financial reports that Ukrainian businesses submit annually to the State Statistics Service. Seven companies from the ranking also made it into this year’s Opendatabot Index as the largest by turnover and with an excellent business reputation.

In the capital, the largest employer is Ukrzaliznytsia, with 178,616 employees. It is not only the biggest employer in Kyiv but also in the entire country. The company is also among the top 10 businesses in the Opendatabot Index in the transport and logistics sector.

In the Dnipropetrovsk region, the leader is ATB-Market with 46,084 employees. The company’s staff grew by 4.5% over the year. It is also included in the Opendatabot Index among the top businesses in retail trade.

In Zaporizhzhia region, the leading employer is Motor Sich. The company has 13,300 employees and was previously owned by the Bohuslayev family, but now it is state-owned. Compared to 2023, the number of employees has dropped by 8%.

The Aurora store chain (LLC “Vygidna Pokupka”) is the biggest employer in Poltava region. It has 12,536 employees and is also in the top 10 retail companies in the Opendatabot Index. Over the year, the company grew its workforce by 5.7%.

In Kyiv region, the leading employer is the Fora supermarket chain, with 9,100 employees. The company also made it into this year’s Opendatabot Index in the retail sector.

OKKO-Drive is the largest employer in the Lviv region, with 6,700 employees — a 4.6% increase compared to 2023.

In the Vinnytsia region, the top company by number of employees is Vinnytsia Poultry Farm, with 5,900 workers. In this year’s Opendatabot Index, the company ranked first in the agriculture sector.

Kromberg & Schubert Ukraine LU became the leading employer in the Volyn region with over 5,000 employees. It overtook last year’s leader — WOG (West Petrol Market LLC) — to take the top spot.

In the Donetsk region, the leader is the Pokrovske Mining Administration, with 4,500 employees. The company is linked to the Boris Kolesnikov group. Over the year, its workforce decreased by 22%. It also ranked 3rd in the mining sector of the Opendatabot Index.

In the Zhytomyr region, the UPG gas station network (Ukrpaletsystem PE) leads with 3,800 staff. Compared to 2023, the company increased its workforce by 14.5% — the highest growth among all companies. According to UPG’s press service:

«To ensure uninterrupted fuel supply, we began large-scale construction of our own logistics network and invested in creating the largest fleet of rail tank cars and fuel trucks in Ukraine. This gave a significant boost to the creation of new jobs. In addition, UPG continues to open new gas stations across the country, which also contributes to staff growth — even during difficult times, we consciously invest in the development of human capital and Ukraine’s economy.»

The largest employer in Ternopil region is the cable network factory “SE Bordnetze-Ukraine” LLC. The company has 3,500 workers. However, over the past year, the number of employees decreased by 13.3%.

In the Kirovohrad region, the biggest employer this year is the Faino Market retail chain (“Veresen Plus” LLC](https://opendatabot.ua/c/31774943)), with 3,300 employees. The company managed to take first place, overtaking last year’s leader — Kirovohradoblenergo.

In Mykolaiv region, the leading employer is the agricultural company Nibulon, with 2,800 employees. However, the number of workers decreased by 23.6% over the year.

The Flextronics plant became the largest employer in Zakarpattia, employing 2,500 people — 15.5% fewer than in 2023.

In Rivne region, the top employer is Rivneazot, which has over 1,800 employees. The company is also linked to Dmytro Firtash’s Group DF.

In Chernivtsi region, the retail chain Taistra Group overtook last year’s leader, ROMA, and took first place with 1,200 employees.

There’s no need to emphasize timely and competitive wages, paid sick leave, and vacation — we see that as a basic part of our company culture.»

Companies that supply electricity to the population and industry also became the largest employers in several Ukrainian regions: in Kharkiv (JSC “Kharkivoblenergo”), Odesa (JSC “DTEK Odesa Electric Networks”), Cherkasy (PJSC “Cherkasyoblenergo”), Sumy (JSC “Sumyoblenergo”), Khmelnytskyi (JSC “Khmelnytskoblenergo”), Chernihiv (JSC “Chernihivoblenergo”), Kherson (JSC “Khersonoblenergo”), and Ivano-Frankivsk (JSC “Prykarpattyaoblenergo”). The latter company is linked to the Surkis brothers’ group.
