More than 16.4 million border crossings (including both departures and returns) were recorded by the State Border Guard Service in the first half of 2025. 85% of these crossings were made by Ukrainian citizens. 250,000 Ukrainians who crossed the border this year have not returned to Ukraine. This is 1.6 times fewer than during the same period last year.

16.47 million border crossings were recorded in the first six months of 2025, which is 4% more than during the same period last year. The vast majority — 85% or 14.08 million — were made by Ukrainians. It’s important to note that these figures refer to official border crossings only — cases such as “swimming across the Tysa River” or crossing through temporarily occupied territories cannot be reliably tracked.

From January to June, 7.17 million people left Ukraine, while 6.92 million returned. This means that 250,000 more people left the country than came back. However, this is 1.6 times fewer than during the same period last year, when the difference was 404,000. In total, more than 3 million Ukrainians have left the country and not returned since the start of the full-scale invasion.

On average, Ukrainians cross the border 2.35 million times per month. The lowest number of crossings was in February (1.78 million), and the highest in June (3.13 million). June, July, and August are traditionally the peak months, accounting for a third of all annual border crossings.
