99% of Ukrainians who left in 2023 have returned to Ukraine

The peak of returns occurred in April and August

More than 32 million border crossings were recorded in Ukraine in the first 11 months of 2023. Meanwhile, the difference between those who left and those who returned to Ukraine is less than 1%: 142,000.

Ukraine recorded 32.6 million border crossings in the first 11 months of 2023, according to the State Border Guard Service Administration. This is 1.6 million or 5% more border crossings than during the same period in 2022.

In the first 11 months of 2023, a total of 14 million people returned to Ukraine, while 14.1 million left the country. The difference between those who left Ukraine and those who returned is 142,000. This refers specifically to the number of border crossings by Ukrainians.

For comparison, this is 15 times less than in the first year of full-scale war. In 2022, the difference between those who left Ukraine and those who returned was 2.2 million.

If at the beginning of the year Ukrainians more often left than returned, this trend changed from July. The peak of returns in 2023 was in April, with +114 thousand citizens, and in August, with +144 thousand citizens of Ukraine.
