As of mid-September 2025, the White Business Club of the State Tax Service includes 6,619 companies and 530 sole proprietors (FOPs). Overall, the list has decreased by a quarter over the past quarter. Most of the businesses on the white list operate in trade and are located in the capital and in the Dnipropetrovsk region.

The number of businesses that meet transparency standards in Ukraine has dropped by 26% in the last quarter. Currently, 6,619 companies and 530 sole proprietors (FOPs) remain in the updated list of the White Business Club.

In the past quarter, 3,227 companies dropped out of the list, while only 940 were added. The number of businesses with closed data also decreased from 33 to 24. Overall, after all adjustments, the list has shrunk by 26%.

To qualify for the White Business Club, companies must meet strict criteria. These include: no tax debt or violations of tax law in the past three years, timely submission of tax reports, a transparent ownership structure with disclosed ultimate beneficiaries, and stable financial results. However, after the latest update, the list still includes 3 companies in the process of termination and 1 undergoing bankruptcy proceedings (restructuring), which began after the list had already been compiled.

It is worth noting that none of the companies on the list face open proceedings from the Tax Service related to debts, fines, or sanctions. At the start of the full-scale invasion, 28 companies had Russian owners—now there are none. Since then, businesses have had only a few legal options to eliminate this “Russian trace.”

Some companies on the list still have closed data, meaning we can only see their type—whether a sole proprietor (FOP) or a legal entity.

The highest concentration of “white business” is in trade and vehicle repair — 1,485 companies, making up more than one-fifth of the entire list. Next come manufacturing (1,054 companies) and the agricultural sector (952 companies).

Kyiv leads the list with 1,689 companies (25.5%). Other regions with significant shares include Dnipropetrovsk (631), Kyiv region (498), Lviv (467), and Poltava (311).

20 companies from the list had revenues of over ₴10 billion in 2024, another 220 — from ₴1 to 10 billion. The largest group is companies with a turnover of ₴10—100 million — 2,751 participants. Another 130 companies did not submit financial statements for last year, and 24 still have closed data.

66 companies from the White Business Club are connected with financial-industrial groups (FIGs), including 38 belonging to the Agroprosperis group. In addition, 33 companies are also included in the 2025 Opendatabot Index.

Along with companies, the list also includes sole proprietors (FOPs) — currently 530. 7 of them have closed data. Among FOPs in the tax VIP-club, the majority are men (60%), while women account for 38%.

The largest number of sole proprietors in the Club are registered in Kyiv: 82 (16%). Next come Dnipropetrovsk region (11%) and Lviv region (9%).

The most popular sector among sole proprietors is trade — 200 entrepreneurs (38%). This is followed by transport and logistics (11%), administrative services (10%), and food services (9%).
