How does the new tool for monitoring online sales work?

Since March, the State Tax Service of Ukraine started closely monitoring money transfers to bank accounts of people selling goods online. In less than a month, the tax office recorded 1.4 million transactions worth a total of 1.6 billion UAH. They paid special attention to 11,000 Ukrainians who received more than 50 payments to their accounts. The average amount of these payments was 1,142 UAH.
From March 1 to 20, the Tax Service recorded 1.4 million transactions worth a total of 1.6 billion UAH. They looked closely at 11,000 people who received more than 50 payments in 2025.
On average, each of these people received 127 transfers during this time. In some cases, the number of transactions for one person was several hundred. The average amount per transaction was 1,142 UAH.
Starting from March 1, 2025, the State Tax Service began actively monitoring money transfers to bank accounts of Ukrainians who sell goods online.
The new monitoring tool — access to the Cash Register Data System (RRO) — allows the tax office to automatically find individuals or businesses who regularly receive money but are not registered as entrepreneurs or do not use proper cash systems.
Right now, the Tax Service (DPS) hasn’t punished these people. But the risks for those who break the rules are serious. The fine for doing business without registration can be from 17,000 to 85,000 UAH, and the government may also take away your property. On top of that, you could pay a fine of up to 200% of the value of the goods or services you sold without using a proper cash register (RRO).
In general, the monitoring focuses on Individuals who regularly receive money for goods or services, especially through marketplaces or social media, and Registered entrepreneurs (FOPs) who don’t use a cash register, even though they are required to.
However, the Tax Service does not check people who sell personal items occasionally on platforms like OLX or similar websites.
