The number of fines for overloaded trucks dropped by one third in 2025

The average fine amount is 12,000 UAH

Over 2,400 violations worth nearly 30 million UAH were recorded by the WIM (Weigh-in-Motion) automatic transport weighing systems during the first five months of 2025, according to the State Transport Safety Service. This is 34% less than during the same period last year. On average, the fine for overloading is 12,000 UAH. Currently, 57 WIM systems operate across 20 regions in Ukraine.

In total, 2,441 violations amounting to 29.55 million UAH were recorded by WIM systems over five months in 2025. This is 34% fewer fines compared to the same period last year, and the total fine amount has also dropped by more than half.

Companies have started taking weight limits more seriously: currently, on average, violators exceed the weight limit by 10%, compared to 20% in previous years.

The average fine has also decreased — now it’s 12,000 UAH, down from 22,000 UAH before the full-scale invasion.

However, the situation is worse in some regions. For example, in Chernivtsi region, the average fine this year is 23,500 UAH, and in Ivano-Frankivsk — 18,400 UAH.

Since October 2021, when WIM systems began operating in Ukraine, a total of 38,710 fines have been issued, amounting to 629.64 million UAH. The highest numbers were in December 2021 (3,932 fines) and January 2022 (3,728). Now the pace has slowed: in 2025, an average of 500 fines are issued each month. For comparison, it was 750 per month last year and 1,130 in 2023.

More than half of all fines have been issued in just three regions. The absolute leader is Kyiv region — 10,588 fines (27% of the total), followed by Dnipropetrovsk — 8,504 (22%), and Poltava region — 3,493 (9%).

As of June 2025, there are 57 WIM (weigh-in-motion) systems operating across 20 regions of Ukraine. The highest number of these systems are located in Kyiv region (7) and Khmelnytskyi region (6). Dnipropetrovsk, Poltava, and Sumy regions each have four WIM systems. However, according to the State Transport Safety Service (Ukrtransbezpeka), only 55 sites in 19 regions are currently recording violations.

After the start of the full-scale war, access to the WIM systems was blocked and most sites were shut down. The restart began in May 2022, when 25 WIM sites resumed operations in 14 regions, mainly along major logistics routes away from active fighting.
