Where is land the most expensive in Ukraine?

Ukrainians have invested over 30 billion UAH in land over the four years since the agricultural land market was opened, according to the State Service of Ukraine for Geodesy, Cartography and Cadastre. Despite the COVID crisis and the war, the average price per hectare has risen by 60%. Currently, the average cost of one hectare is 60,700 UAH. The number of land deals has also increased by 13% over four years. As of now, the most expensive land is in Ivano-Frankivsk, Lviv, and Kyiv regions.
339,644 land sale agreements have been signed since the opening of Ukraine’s land market in July 2021. In total, more than 636,000 hectares have been sold for 30.4 billion UAH. At the same time, the average price per hectare has increased by 60%, reaching 60,700 UAH as of June 2025.

The first months after the land market opened were quite active. In July 2021, over 2,000 deals were signed, and the average price per hectare reached 95,700 UAH. Gradually, the initial excitement faded: while the number of deals increased, the average price dropped. By December 2021, a hectare cost only 33,700 UAH.
With the start of the full-scale war, the market nearly came to a halt — in May 2022, only 323 deals were signed. Recovery began in the summer, but volumes remained low — up to 4,600 deals per month, which was three times less than at the end of 2021.
Throughout 2023, the market gradually stabilized: 4,000 to 7,000 deals were made monthly. At the same time, prices grew — from 39,000 UAH/ha at the beginning of the year to 42,000 UAH/ha by year-end.
At the beginning of 2024, the land market became open to companies as well. This boosted activity, but the expected surge did not happen. Most likely, this is due to restrictions on foreign-owned companies operating with Ukrainian land. For example, half of the top 10 companies in the agricultural sector (according to the 2025 OpenDataBot Index) have foreign ownership. Starting in March 2024, the number of deals exceeded 9,000 per month, and the total monthly value of deals surpassed 1 billion UAH. The price per hectare ranged between 43,000 and 52,000 UAH throughout 2024.
When comparing the first half of 2025 with the initial launch of the market (July—December 2021), the number of deals increased by 13%, while the total value of deals nearly tripled — from 2.85 billion UAH to 8.22 billion UAH.

As of now, the most expensive agricultural land in Ukraine is in Ivano-Frankivsk region, where buyers pay an average of 126.6 thousand UAH per hectare. It is followed by: Lviv region — 118.3 thousand UAH/ha, Kyiv region — 89.4 thousand UAH/ha, Ternopil region — 86.9 thousand UAH/ha. Among frontline regions, Dnipropetrovsk has the highest average price — 73.9 thousand UAH/ha.
The lowest land prices are found in other frontline regions: Zaporizhzhia — 38.3 thousand UAH/ha, Kherson — 39.1 thousand UAH/ha, Chernihiv — 41.1 thousand UAH/ha, Mykolaiv — 41.6 thousand UAH/ha, Odesa — 41.8 thousand UAH/ha.
This year, the most active regions for purchasing agricultural land are: Poltava region — 5.4 thousand deals, Vinnytsia region — 5.4 thousand deals, Kyiv region — 4.7 thousand deals.
