Everything about the country’s first official lobbyists

The first state-certified lobbyists have appeared in Ukraine. As of late November, 110 participants were listed in the official Register maintained by the National Agency on Corruption Prevention (NACP) — three months after the Law on Lobbying came into force. Among them are 55 companies, 54 individuals, and 1 foreign representative office. Opendatabot analyzed why this Register is needed and how it will affect businesses and the state.
The newly created Transparency Register of the NACP — also known as the lobbyists register — now includes 108 active participants. The list features businesses, NGOs, and ordinary citizens.

You can learn about the first lobbyists in Ukraine on the Opendatabot Lobbyists Register page. At the same time, if a company is a registered lobbyist, a corresponding mark will be added to its company profile on Opendatabot.
Since the Register began operating, 110 participants have been registered, although two later suspended their participation. Among them are 55 companies, 54 individuals, and one foreign representative office. These include businesses such as Philip Morris Ukraine, the Aurora store chain, Metro Cash & Carry Ukraine, ArcelorMittal Kryvyi Rih, and Oschadbank, which are also featured in the Opendatabot Index 2025.
Oschadbank, the leader in the banking sector of this year’s Opendatabot Index, was one of the first financial institutions to join the Register. The company explains:
«For a bank whose activities directly depend on regulatory oversight, it is important to interact openly and legitimately with the National Bank and other state authorities. Registration in the Transparency Register allows us to operate within the legal framework, distinguishing legitimate advocacy from unacceptable forms of influence».
Inna Boychuk, Director of Corporate Affairs at the Aurora retail chain, one of the leaders in the Opendatabot Index 2025, notes that the “Law on Lobbying” and the Register itself are merely tools. For this mechanism to truly work and be effective in ensuring transparency in decision-making influence, it is necessary to systematically build trust around the newly established lobbying institution.
«This work must involve state stakeholders, as well as business, media, and society as a whole. In particular, businesses must openly represent their positions, while authorities should perceive and accept such interaction as a natural part of the democratic decision-making process. Therefore, it is probably fair to say that the aforementioned law and the Transparency Register are, for now, steps on the path toward forming a mature culture of influence on government»,

Victoria Kulykova, Head of the Committees Department at the European Business Association, also mentions the technical nuances during the initial phase of setting up the processes.
«We expect the Register to become a truly effective tool for transparent communication. At the same time, it is important to improve the legislation: clarify definitions, simplify reporting, and provide registered participants with practical incentives. Only then will the system work effectively and promote accountability for all parties. In particular, the current reporting format is quite technically complex for large business associations, which have many lobbying items (regulatory acts to which the Association provides proposals), hundreds of lobbying beneficiaries (member companies), and a large amount of communication with lobbying targets (representatives of state authorities), information about whom we will need to enter into the Transparency Register»,

A similar view is shared by the Union of Ukrainian Entrepreneurs, whose team participated in testing the Register before its launch and provided recommendations to improve interaction.
«For the system to function fully, it is important that transparency is two-sided: not only should businesses register and report, but MPs and government officials must also act transparently, ethically, and comply with the law. Moreover, for the Register to work effectively, legislative improvements are needed, including clarifying terms, optimizing reporting requirements, and establishing additional incentives for registered lobbyists».
The Union of Ukrainian Entrepreneurs notes that the main phase of interaction between newly registered lobbyists and the state will begin in January 2026, when the first lobbying reports are to be submitted. That will be the moment to fully assess the Register’s work—its workload, functionality, and ease of use.
Opendatabot will monitor updates to the Lobbyists Register. Now, when checking companies or individuals in Opendatabot services, users will see a mark indicating registration in the Register. This is another step toward transparency in the business environment and accountability for those who influence political decisions.
