Online cash register (PRRO) transactions double in a year

In the first nine months of 2024, the number of transactions through PRRO increased 2.2 times compared to the same period last year, reaching 3 billion. This figure accounts for nearly half of the total transactions conducted over the four years since the system was introduced.

This sharp rise in transactions is attributed to the mandatory use of PRRO and RRO systems for businesses. Companies face fines for non-compliance.

For comparison, the average monthly transaction count in 2024 differs drastically from that in 2021: 340 million versus 14 million, a 24-fold increase.

The total value of receipts exceeds 2.35 trillion UAH, with nearly half of this amount spent by Ukrainians in 2024–1.07 trillion UAH. Last year’s figure was 503 billion UAH, which is 2.1 times less.

While Ukrainians spent more money, they did so through an increased number of purchases and a decrease in the average receipt value. For instance, the average receipt in 2024 was 345 UAH, which is 3.7 times less than in 2020, when it was 1,300 UAH.

The reasons include ease of maintenance and financial affordability, which are crucial for businesses today. Despite the popularity of PРРО, the Ministry of Finance continues to convene an interdepartmental working group aiming to regulate and restrict the use of software registers. Earlier this year, there was talk of banning offline mode, which poses a significant risk to the functionality of software registers as a whole. For now, the working group is more cautious with its ideas and actions, giving us hope that PРРО will continue to operate fully and help fill the state budget»,
