80% of businesses prefer “cash registers in smartphones”

More than 1 million cash registers (RRO/PRRO) are currently operating in Ukraine — their number increased by 11% over the year, according to the State Tax Service. The vast majority of them are software-based registers (PRRO) — accounting for 80% of the total. Over UAH 5.6 trillion in payments passed through RRO and PRRO systems last year, and the average receipt exceeded UAH 540. Business inspections related to the use of these registers increased slightly, while the number and total amount of fines decreased. The average fine in 2025 was UAH 56,000.
At present, 1.05 million cash registers are in operation in Ukraine. Over the past year, the total number of registers grew by 11%. Software registers, known as “cash registers in smartphones,” are gaining popularity — their number increased by 19%, while the number of traditional hardware registers decreased by 14%.

This trend has been observed since the introduction of PRRO in 2020. The peak occurred during the first year of the full-scale invasion, when the government required a much broader group of sole proprietors to use RRO or PRRO. At that time, the number of software cash registers increased 1.8 times in a single year. During the full-scale war, the share of “cash registers in smartphones” reached 80% of all RRO/PRRO, compared to 39% before the full-scale invasion. Slightly more than 214,000 traditional hardware registers remain, and their share continues to decline.
Along with the number of registers, the number of receipts is also growing. Businesses issued an average of 870 million receipts per month, which is a 10% increase year over year. This is 1.5 times more than in 2021. For comparison, in 2023 and 2024 the growth rate was significantly higher — around 30% annually.

In 2025, UAH 5.67 trillion passed through RRO/PRRO, which is 28% more than the previous year. In 2024, the growth was record-high at +73%.
The average receipt in 2025 was UAH 544, more than twice as much as before the full-scale invasion. The sharpest increase in the average receipt occurred in 2024, rising by one-third, and in 2025 it increased by another 16%.

At the same time, the Tax Service conducted 37,211 inspections of businesses on the use of RRO and PRRO last year. The number of inspections increased by 5% compared to the previous year. However, fines decreased by the same 5%. Overall, entrepreneurs were fined in 41,283 cases, totaling UAH 2.3 billion.
Still, the amounts of sanctions remain significant: on average, entrepreneurs paid UAH 56,000 per violation related to RRO/PRRO operations. The highest average fine was in 2024 — UAH 85,000.
