The number of debts for unpaid military registration fines has doubled over the past year

Only 39% of overdue fines were paid this year

In Ukraine, debts are increasing for fines issued for violations of military registration rules. More than 21,000 cases were recorded in the first 10 months of 2024, according to the Ministry of Justice, already twice the total for 2023. Only one in three overdue fines has been paid this year. The majority of debts remain among men, although fines for women are also on the rise.

21,336 debts for fines related to military registration violations were opened in Ukraine, doubling the number recorded in the previous year when 10,542 cases were added to the Registry.

Only one in three cases was closed this year, indicating the fine was paid. In comparison, 72% of the 10,542 fines issued by TRCs last year were resolved.

The majority of unpaid military registration violation fines are associated with men—21,161 cases or 99% of the total. However, the number of women facing fines has risen significantly, increasing 1.4 times from 121 last year to 175 this year.

In Ukraine, as of October 1, 2023, military registration became mandatory for women in certain professions aged 18 to 60. Women had until July 17, 2024, to register to avoid fines.

Those with outstanding fines face several restrictions, including limitations on opening new bank accounts, potential freezes on existing accounts, and the inability to register certain transactions through notaries. These penalties carry reputational consequences, too, as the register is public, and employers may check it when hiring.
