Which ukrainian officials declared the most?

Over 2,100 declarations containing cryptocurrency were submitted by Ukrainian officials in 2024. This is 2.2 times more than before the full-scale war. Officials from the National Police of Ukraine are particularly active in declaring crypto assets. The most popular cryptocurrencies among officials remain Tether (USDT), Bitcoin (BTC, XBT), and Ethereum (ETH).
Ukrainian officials are increasingly mentioning cryptocurrency in their declarations. In 2024, they submitted 2,113 declarations containing crypto assets—2.2 times more than before the full-scale war. Over the past year, the number of such declarations has increased by 10%.

Law enforcement officials are particularly active in declaring cryptocurrency. The National Police of Ukraine leads the way, with 322 declarations mentioning crypto assets—15% of all such filers.
The Prosecutor’s Office follows closely, with 240 declarations, while judges submitted 227. In city councils, 119 officials reported owning digital assets. Among the Armed Forces of Ukraine (ZSU), crypto appeared in 77 declarations, and 38 declarations came from representatives of the National Anti-Corruption Bureau of Ukraine (NABU).

When looking at the geography of crypto declarations, the trends are quite predictable. Kyiv and Kyiv region lead the ranking with 582 and 185 officials declaring crypto assets. Kharkiv region — 172 officials, Dnipropetrovsk region — 167 officials, Lviv region — 133 officials (rounding out the top five).
Officials most frequently declare Tether (USDT), with 802 government employees reporting holdings. Despite market fluctuations, Bitcoin (BTC, XBT) remains in second place, appearing in 731 declarations. Ethereum (ETH) follows closely, declared by 713 officials.

Bitcoin (BTC) Leader: Oleg Bondarenko, Head of the Verkhovna Rada Committee on Environmental Policy, declared 80 BTC, valued at ₴279.4 million as of April 1, 2025. Ethereum (ETH) Leader: MP Serhii Maizel owns 200 ETH, worth ₴15.5 million. Tether (USDT) Leader: Vitalii Brovko, Head of a Department at the Prosecutor General’s Office, declared 847,908 USDT, equivalent to ₴35 million.
Several former officials reported losing access to their holdings: Roman Saramaha, former Deputy Head of the State Geological Service, had 380.95 BTC in 2021—worth approximately ₴1.33 billion as of April 1, 2025.
Ihor Osipov, a deputy of the Podilskyi District Council in Odesa region, reported 1,800 ETH (₴140 million) in last year’s declaration but lost access to his funds.
