30% of officials «made mistakes» in their declarations, with an average discrepancy of 15 million UAH

Every tenth declaration was later corrected

By September 11, 2024, 1,246,435 declarations were submitted according to the National Agency on Corruption Prevention. The number of corrected documents almost doubled compared to the previous year.

As of mid-September, the total number of declarations (1.2 million) was already 2.8 times higher than the same period in 2023, when it was 400,000. Over 134,000, or 11%, of the submitted declarations were later corrected.

This year, the National Agency on Corruption Prevention (NACP) began checking 734 officials’ declarations. Half of these checks — 392 — have already been completed.

Among the fully examined declarations, 46% contained violations totaling 1.856 billion UAH. Most errors were due to incorrectly reported amounts, with varying degrees of inaccuracy: the discrepancies were for amounts either smaller or larger than 500 times the minimum living wage.

In 30% of the declarations checked, incorrect data were reported for a total of 1.808 billion UAH (Article 366-2 of the Criminal Code). On average, officials “made mistakes” of around 15 million UAH per declaration.

In 16% of the declarations, officials made errors of about 790,000 UAH per declaration on average (Article 172-6, Part 4 of the Administrative Code), totaling 47.3 million UAH.

For amounts smaller than 268,000 UAH, or up to 100 times the minimum living wage, mistakes were found in every second declaration checked.

Only one declaration out of all those reviewed had no violations.

In some cases, declarations violated two laws simultaneously. Seven declarations also show signs of illegal enrichment for a total amount of 146.3 million UAH (Article 368-5 of the Criminal Code of Ukraine). In addition, officials in eight documents could not explain the origin of funds amounting to 30.1 million UAH (Article 290 of the Civil Procedure Code).
