The Register of Gambling Addicts has doubled since the beginning of the year

April saw a record number of new additions to the register

Over 7.8 thousand Ukrainians are listed in the Register of Gambling Addicts, according to the Commission for the Regulation of Gambling and Lotteries (KRAIL). The number of individuals restricted due to gambling addiction has doubled in the first half of 2024. April set a record for new additions to the register, with over a thousand new entries. 99% of the individuals voluntarily added themselves to the Register.

7,874 individuals are currently listed in the Register of Gambling Addicts. The number of Ukrainians with gambling restrictions has doubled in the first half of 2024.

A total of 4,585 individuals were added to the register in the first six months of 2024. This is 18% more than the total number added over the previous 2.5 years combined. On average, the register grows by 760 individuals per month. In comparison, during the first half of 2023, this figure was 115 individuals per month, and in the first year of the full-scale invasion, it was only 26 individuals per month.

April 2024 was a record month, with 1,041 new individuals added to the Register.

Overall, in the three years since the Register’s inception, a total of 8,456 individuals with gambling addiction have been listed. More than half of these were added in the first half of 2024.

During the entire existence of the Register, 582 individuals have been removed, with the vast majority—71%—occurring in 2024.

Currently, Ukrainians can be listed in the Register of Gambling Addicts in three ways: by self-submitting an application for self-restriction, by a decision of the Commission for Regulation of Gambling and Lotteries (KRAIL) based on a restriction request from relatives, or by a court decision.

The vast majority of citizens—99%—entered the register by submitting a self-restriction application. Only 1% were added based on a KRAIL decision, while no one was registered based on a court decision.

Currently, there is no clear statistic in Ukraine regarding the actual number of citizens with gambling addiction, and the figures from the corresponding register do not reflect the full picture—especially concerning people who gamble in online casinos.

It is worth noting that as of July 25, 2024, financial institutions are prohibited from issuing consumer loans to individuals listed in the Gambling Addicts Register.
