Ukraine spent 93% less money on lobbying in the USA in 2023

Recently, in Ukraine, they passed bill number 10337 on lobbying — which means any influence on government representatives to defend state interests.

Lobbying is quite common worldwide. For example, in the USA, there are currently 504 active lobbying companies. In total, there are 6,772 registered such companies in the States.

Ukraine spent almost 5 million dollars on lobbying in America in the first year of the full-scale invasion. However, within a year, in 2023, expenses decreased by almost 93% — to 367 thousand dollars.

On average, Ukraine spent about 270 thousand dollars a year on lobbying in the USA since 2015. An exception was the COVID year of 2020 when the country had no state expenses for lobbying at all. To better understand the scope of state spending on lobbying, let’s compare the figures with Poland and Russia.

Before the full-scale war, Russia spent an average of 38 million dollars a year on lobbying its interests in the USA. However, by 2022, lobbying expenses had decreased by more than 10 times. Still, it’s more than what Ukraine spends. For example, last year, Ukraine spent 10 times less on lobbying in the USA than Russia.

Poland’s average spending on lobbying interests in the USA is 1.1 million dollars a year. Poland spent the most in 2018 — over 2.5 million dollars.

The largest amounts spent on Ukraine’s influence in America in 2022 came from the Government of Ukraine — over 3 million dollars, and the Ministry of Finance of Ukraine — almost 2 million dollars.

Last year, the Representation of the President of Ukraine in the Autonomous Republic of Crimea also lobbied its interests in America, spending just over 50 thousand dollars.
