Where are the most companies with medical licenses?

Nearly 14,000 companies are licensed for medical practice in Ukraine, according to the Ministry of Health (MoH) as of mid-October 2024. In 2024, 16% more medical licenses were issued compared to the same period last year. Nursing, health organization and management, and therapy are in high demand. One in five licensed medical companies is located in Kyiv.
13,887 companies and 28,054 sole proprietors have currently obtained licenses from the Ministry of Health. You can verify whether a medical facility is legally operating and authorized to provide medical services on Opendatabot.
However, due to the MoH not publishing sole proprietors’ tax identification numbers (TIN), it’s currently impossible to check whether an individual entrepreneur holds a medical license.
The peak in issuing medical licenses occurred in 2019, with 910 companies licensed within nine months. Since then, the number of new permits for the medical sector has only declined.
Ukrainian companies have received 355 medical licenses since the start of this year, marking a 16.4% increase over the same period in 2023, although still below pre-war levels. In the same period of 2021, 670 licenses were issued.
Most company-issued medical licenses are active: 81.1%.
Most licenses have been issued for junior nursing practice — 87% of all licensed companies. Following this is organization and healthcare management at 81%, and rounding out the top is therapy at 39%. It’s worth noting that one company may hold licenses across multiple fields.
Somewhat less in demand are ultrasound diagnostics (30.6%), neurology (28.3%), obstetrics and gynecology (27.7%), and dentistry (26.9%).
Certain fields, however, see very little demand. For instance, forensic psychiatric examination or specialized areas like forensic toxicology and cytology, where only a few companies hold licenses.
Overall, the majority of medical companies with active licenses are located in Kyiv — 20%. Dnipropetrovsk region follows at 8%, with Donetsk, Lviv, and Kharkiv regions each holding around 6%.
Among the top revenue-generating companies with medical licenses, many businesses do not have healthcare as their primary focus. Typically, these companies have medical services available for their employees. For example, Nibulon, one of the leaders in the Opendatabot ranking of Ukraine’s largest employers, is among the top, with a revenue of UAH 22.9 billion last year.

However, the top includes companies offering medical services to the general public, such as the “M.T.K.” Medical Center, with a turnover of UAH 4.2 billion in 2023.
Also in the top are the Medical Center “Dobrobut-Clinic” with a revenue of UAH 2.2 billion, the “Dila” medical laboratory, which earned UAH 2 billion, and “Synevo Ukraine” with a turnover of UAH 1.9 billion.
Notably, the top list also includes pharmaceutical companies such as Darnitsa, Kyivmedpreparat, Zdorovya, and the Borshchahivka Chemical and Pharmaceutical Plant.
