Where in Ukraine has traffic fine debt increased the most?

According to the Unified state debtors register, 735,384 new unpaid traffic fines were recorded last year. Nearly 83% of all debtors are men, although the share of women is growing annually. The highest number of unpaid fines was recorded in Dnipropetrovsk region and Kyiv.

Of the 735,000 overdue traffic fines issued last year, 37% remained unpaid. As of the end of last year, the total number of unpaid fines in the registry reached 1.8 million.

The number of cases related to unpaid fines continues to grow steadily. Last year, the number of debts increased by 33%, and compared to the period before the full-scale war, the increase was 2.4 times.

83% of traffic fine debtors last year were men. Nearly half of the enforcement proceedings initiated in 2024 involved men aged 25-45. Meanwhile, the share of violations among women has been increasing year by year. In 2021, women accounted for only 9% of such cases, but this number has now risen to 17%. It’s important to note that without data on the total number of active drivers in Ukraine, it is impossible to conclude whether men or women violate traffic rules more frequently.

Regional Distribution of traffic fine debts: Dnipropetrovsk region — 10.4% of all unpaid fines, Kyiv — 10.3%, Odesa region — 7.8%.

Over the past year, traffic violations have increased in all regions except Kharkiv, where they dropped by 2%. The most significant increases were recorded in: Ternopil region — +81%, Ivano-Frankivsk region — +60%, Zakarpattia region — +57%.

n average, the number of overdue and unpaid traffic fines has tripled compared to 2021. The highest increase was recorded in Zakarpattia region, where fines grew fivefold. In Odesa and Ternopil regions, the number of unpaid fines increased nearly fourfold. Meanwhile, the number of cases decreased in: Luhansk region — −89.7%, Donetsk region — −30.4%, Kherson region — −27.2%. It’s important to note that reliable data is unavailable for temporarily occupied territories and areas close to active combat zones.
