Almost half of the money spent by the Dnipro City Council this year went to debt payments

More than 30,000 legal entities are listed in the Public Finance Register. Now anyone can see where and how much public institutions, municipal enterprises, and other companies are spending from the budget. So far this year, the biggest spenders are the Pension Fund, the Tax Service, and the Treasury. At the same time, nearly half of the annual budget of the Chernihiv City Executive Committee has been spent on capital transfers — such as modernization, reconstruction, or construction — while the Dnipro City Council has spent almost half of its budget on debt servicing.

From now on, every Ukrainian can find out exactly how their local public institution — from a school to the city council — is spending money. Opendatabot has launched an updated Public Finance Register. On each page, you can see detailed spending categories for every public or municipal institution. This lets users check whether the money goes to salaries, repairs, services, legal expenses, or something completely unexpected.

As of now, the Register includes 30,688 organizations. Most of them are municipal institutions — 11,191 (36.5%), followed by local government bodies (6,336 or 20.6%), municipal enterprises (5,230 or 17%), state authorities (2,638 or 8.6%), and public institutions like schools or hospitals (1,951 or 6.4%). There are also private companies in the Register — they receive public funds, for example, for fulfilling government contracts or providing services.

The largest share of budget spending this year, as usual, came from major institutions: Pension Fund — ₴688 billion, Tax Service — ₴276.9 billion, Treasury Service — ₴176.2 billion, National Health Service of Ukraine (NHSU) — ₴78.4 billion, Ministry of Education — ₴71.8 billion.

City councils of regional centers spent the most on salaries and compensation — almost 40% of all their expenditures. Around 12% went to materials and equipment, nearly the same — to capital investments and expenditures. Unified Social Contribution (USC) accounted for nearly 9%, and another 4% was spent on services.

However, not all city councils spend money the same way. For example, in 2025, the Kryvyi Rih City Council spent the most not on education or roads, but on court fees and penalties — over 750,000 UAH. The Chernihiv Executive Committee allocated nearly half of its budget to capital transfers — meaning modernization, reconstruction, or construction projects (37.3 million UAH). The Dnipro City Council spent 46% of its budget (56.8 million UAH) on debt servicing. Meanwhile, the Kharkiv City Council spent over 24 million UAH on scholarships for honorary citizens, which made up 17% of its total budget.
