Heat suppliers lead the list of utility companies that collect debts.

Courts initiated 342,232 proceedings against Ukrainians who didn’t pay for utility services in 2020. This is 50% more than in 2019 when 227,000 proceedings were initiated.

Most of these utility companies are heat suppliers.

A person can be adjudged a utility bill debtor in court only, while utility companies can enjoy summary proceedings. If a debtor fails to abide by a court judgment, he/she is added to the registry of debtors. This is a standard procedure any collectors use: utility companies, banks, and debt collectors.

«If you’re listed on the Unified Registry of Debtors, your bank accounts may be frozen, your property may be seized, and you may face travel restrictions. However, utility companies may cease to provide services to debtors through the pre-trial process»,
