The country is seeing an increase in the number of people wanting to obtain a firearm permit
26 April 2024
Ukrainians have submitted nearly 226,000 applications for firearm permits over 8 months, according to the Ministry of Internal Affairs. Of these, over 210,000 have been approved. The average number of applications per month has increased by 1.8 times compared to the first months of the Unified Firearms Register’s existence.
From June 2023 to February 2024, 93% of the applications submitted to the Registry were approved, totaling over 210,000 permits.
In the first three months of operation, Ukrainians submitted over 57,000 applications, with 87% approved. Demand for firearms increased thereafter. Over the next 5 months, Ukrainians submitted significantly more applications—over 168,000. Of these, over 160,000, or 95%, were approved.
Although the Single Window remains the most common channel for submitting requests, its popularity has declined despite increasing interest in obtaining firearm permits. Over the course of 8 months, more than 65,000 people utilized the service, with over half of the applications received within the first three months of the site’s operation.
A similar trend is observed with requests submitted through the chatbot: over 14,000 individuals have utilized it since its inception, with 62% of requests submitted in the first 3 months. For perspective, during the initial months of the project, one out of every six requests was made through the bot, whereas in the subsequent 5 months, it decreased to one out of every 30 requests.

Since June 23, an electronic Unified Register of Firearms has been operating in Ukraine. Since then, citizens can submit applications for obtaining permits for purchase, storage, and carrying of firearms, notify about changes in their place of residence regarding the storage location of firearms, and apply for permit extensions online. Additionally, the service allows individuals to obtain information about their registered firearms.
Applications can be submitted both on the website and through the chatbot.
