Opendatabot has published the Index of Ukraine’s Best Enterprises

The Opendatabot Index is an analytical tool that assesses the real state and geography of Ukrainian businesses. It is based on data from state registries, Opendatabot databases, financial reports, connections with Russia, sanctions lists, and other analytical resources.

The Opendatabot Index 2025 considers both financial performance (annual financial reports for 2024) and business reputation.

The following were excluded from this year’s list:

• Sanctioned companies
• Businesses with owners from the Russian Federation
• Companies within financial-industrial groups (FIGs) that include sanctioned individuals
• Companies with tax debts
• Municipal and state-owned enterprises

Additionally, companies that failed to submit their financial reports on time may not have been included.

The Index specifically highlights companies associated with politically exposed persons (PEPs), deputies, or politicians who are required to declare their income, as well as Diia.City residents and businesses under preventive restructuring.

The Index reflects the perspective of Ukrainian companies based on current state registries, which may differ from the image created in the public information space.

The energy sector was the most profitable last year, earning 876.9 billion UAH, which accounts for 21% of total industry revenue. Wholesale and retail trade had almost equal revenues of 567.7 billion UAH and 529.2 billion UAH, respectively.

It’s important to note that the industry and regional weight and share indicators are calculated based on the top companies and their turnover. This approach helps assess the economic impact of different regions, the financial capacity of industries, and the position of major players in each sector.

Businesses registered in Kyiv generated the highest revenue — 2.6 trillion UAH. Dnipropetrovsk region ranked second, with a business income of 653 billion UAH last year. Kyiv region (excluding Kyiv) came in third with 208.3 billion UAH.
