Nearly half of all loans under the eOselia program were approved in 2024

Who are the most frequent loan recipients?

In just under two years of the eOselia preferential loan program's operation, slightly over 11,000 loans amounting to more than 17.6 billion UAH have been issued. Notably, almost half of the preferential mortgages were granted this year alone. The average number of monthly loans has increased by 1.6 times, reaching 800 loans per month. The secondary real estate market is the most popular among borrowers.

A total of 11,165 loans amounting to 17.67 billion UAH have been granted during nearly two years of the eOselia program’s operation. Of these, 4,840 loans, or 43% of the total, were issued in the first half of 2024.

While the average monthly issuance of loans was 490 last year, this figure nearly doubled to 800 loans per month in the first half of 2024. April 2024 was a record month for the entire duration of the program, with 1,008 loans issued.

The average loan amount also increased. Last year, the average loan amount was 1.5 million UAH, whereas this year it has risen to 1.7 million UAH.

Bank Credit Dnipro, which joined the program in the second quarter of 2024, immediately became the leader in terms of the average loan amount, issuing loans averaging 2.54 million UAH. Within a short period, the bank issued 37 loans totaling 94 million UAH. In comparison, other banks like Ukreximbank and Globus Bank issued only 43 and 46 loans, respectively, over the entire period.

High average loan amounts were also observed at Ukreximbank (2.13 million UAH), Sense Bank (1.97 million UAH), and Sky Bank (1.94 million UAH).

The highest average loan amount in 2024 is received by scientists, with an average of 1.83 million UAH, while the lowest is received by educators, with an average of 1.43 million UAH.

Among borrowers, the most loans have been issued to military personnel — 3,229 loans (29%), and police officers — 2,433 loans (22%). In August 2023, the preferential mortgage program became available to all citizens. Since then, this category has significantly increased from 16% in 2023 to 25.5% in 2024.

Primarily, Ukrainians take out mortgages for secondary real estate — currently, this accounts for 72% or 7,992 approved loans. New construction accounts for a quarter of the loans: 2,803 loans. The primary market accounts for only 3% or 370 mortgages.

Nearly half of the preferential mortgages have been issued in Kyiv and its region: 18% (2,057 loans) and 27% (3,010 loans) respectively. Other leading regions include Lviv (641 loans), Odesa (541 loans), and Vinnytsia (524 loans).
