Ukrainians are 1.5 times more likely to buy land than residential property

The real estate market is recovering, but buyers prefer investing in land

Notaries certified 452,217 real estate sales contracts in 2024, according to the Ministry of Justice. Over 60% of them involved land transactions. Additionally, Ukrainians took out over 13,000 mortgages, with the majority issued under the eOselia program.

Notaries processed 452,000 real estate sales contracts last year. This is 12% more than in 2023 but still 28% less than before the full-scale war.

60% of all contracts were signed for land plots. This is 1.5 times more than agreements for apartments or houses: 273,000 versus 178,000 deals.

The purchase and sale of land plots increased by 18% over the year, reaching 273,000 transactions. Currently, such deals are 11% fewer than in 2021. For comparison, notaries certified 306,000 similar contracts that year. However, Ukrainians are in no rush to invest in housing: the number of such transactions increased by only 3% over the year. Currently, the purchase and sale of apartments and houses remain 1.8 times lower than before the full-scale war.

At the same time, mortgage loans have become more popular—rising by 14% over the year, totaling nearly 13,000 properties. The revival in demand for housing on installment payments was mainly driven by the state program eOselia: 70% (or 8,500) of last year’s mortgages were issued through eOselia.
